Honolulu now has a law targeting so-called phone zombies: pedestrians who shuffle across the street while texting or otherwise ogling the screen on their phone or other mobile device are risking a $35 fine if they’re observed doing so. Liberal MPP Yvan Baker is set to introduce the Heads Up, Phones Down Act, tomorrow; his private member’s bill would implement the same legislation for addition to Ontario’s Highway Traffic Act. Should Victoria follow suit?
